Then, those companies try to be careful with launching spaceships unless they have clear plans on achieving their goals. Furthermore, strict legislation should be implemented to minimize the risk of satellites. This can be done by making companies responsible for their actions and asking them to return spaceships that they launched without damaging the earth; otherwise, they should be penalized.
